[Casa-framework] function names

Hi Wes,

Removing the underscore from is_measure is fine with me.  Do you want me 
to do it or will you just go ahead?  I have been meaning to ask for awhile 
whether we should continue the tradition of all lower case method names or 
whether a function name like isMeasure() would be kosher?
