[Casa-framework] Access to CASA reference manual

Hi Wes,

The tool-level documentation and examples for image and coordsys do not 
appear in the new reference manual.  Compare, for instance, the last half 
of http://aips2.nrao.edu/stable/docs/user/General/node34.html and 
http://casa.nrao.edu/docs/casaref/image-Tool.html.  This is also true for 
measures so I suspect that it is a general problem.  The documentation and 
examples for individual functions, and module level documentation and 
examples, are present but not the general tool documentation.
