[Casa-framework] Access to CASA reference manual

Both TablePlot and MSPlot are not well formatted for latex, hence  
they're not included.  We need to remedy this.

As for missing stuff from image-tool, major surgery was done in the  
conversion to xml and likely that material was not brought over into  
the XML.
