[Casa-framework] msplot tool

A "Feature" ....is that you can only mark flag on the last  panel
(figure).... if you really want to flag on the first panel say....then
just  kill all the subsequent figures by clicking on x on the right
hand top of each window ...then markflags become active on the first
window.
