[Casa-framework] msplot tool

Hi Everyone,

Thanks for the response. However I think this illustrates the point
I am trying to make. Managing windows should be simple. It was with
the old msplot. They just popped up either when the tool started or
when the first plot was created and are associated with a tool. It is far
more tediuus to worry about figures and subplots. I don't like doing that
when I am quickly examining data. I will do it when I preparing
hardcopies or publication quality plots.
