[Casa-framework] Compiling Simulator

I'm in the process of testing my latest updates to msplot but ran into
a bit of a snag.

gmake componentslib fails becuase of missing
    simulator_forward.h
    simulator_private.h
files.

I'm not sure why.  I started seeing this probably about 1 week ago and
hoped it would go away when I was ready to do my testing.

Any ideas?

What directory should these be in?  I see a simulator.xml in
   tools/xml
which would imply that there should be a
   tools/implement/simulator
directory but there isn't one.

There's also the simulators directory.

Is CVS just messing me up here again?  I have done a cvs update today.
