[Casa-framework] Compiling Simulator

[jaeger at cpsc.ucalgary.ca]

I had to create the directory myself then do a cvs update in the
implement directory.  Weird.

Anyway I didn't know if the files existed or not so I thought I
should check ;).  I don't know what machine the CVS tree resides
on to check.

Seems to be compiling ok now.
