[Casa-framework] atmosphere API

Hi George,
Is the present CASA atmospheric model API as defined by DOatmosphere.h (
http://aips2.nrao.edu/stable/docs/synthesis/implement/MeasurementComponents/Atmosphere.html)
adequate for calibrater? It is the result of a complete rewrite done by
Gary and myself of the earlier DO written by Kumar. However, I don't
think either Kumar's DO, or Gary and my DO, were used by anyone so it is
difficult to know whether they were useful, adequate, both or neither.
Now is a good time to specify exactly what we want since TELCAL has
changed their ATM API so much the I need to do some work to make the
library available as a tool in CASA.
The API that Gary and I implemented in our current DOatmosphere.h is close
to the one that version 0.1 of the TELCAL ATM supported (see
http://websqa.hq.eso.org/alma/snapshot/TELCAL-Reports/Documentation/Modules/TELCAL/TelCalResults/Libraries/ATM-0.1/api/).
However, this is quite a bit different from the new ATM API described at
http://websqa.hq.eso.org/alma/snapshot/TELCAL-Reports/Documentation/Modules/TELCAL/TelCalResults/Libraries/ATM/api/.
I think that their new API may be more complicated than what we need and
could be redone exposing just the functionality that we want in the CASA
framework. Consequently, I am wondering whether making what we have in
DOatmosphere.cc continue to work in the new CASA framework would be the
best approach. It would not map directly to the current TELCAL ATM API
though.
