Description:  Adopting MSSelection mechanisms throughout Calibrater
with the following new (usually overloaded) methods with new String
pars for refering to MS meta-data.  These methods will eventually 
displace their older counterparts:
selectvis - like setdata, w/ time,spw,field,baseline,uvrange pars
setapply  - spw & field pars instead of select
setsolve,setsolvebandpoly,setsolvegainspline  - refant now String
fluxscale,accumulate,smooth - field-related pars now String

This stuff is still being tested.

These methods are still under test, and will be cleared for release
(with better notes) later.

Description:
       Checked if the no. of rows associated with the internally generated TEN is zero, the return False from mssSetData() function.  Also set the default value of various expression strings and outms name in mssSetData() to blank.
