A class to factor out the code for getting the CalTables related meta-info from the MS.  With this used in SolvableVisCal, we are a (simple) step away from decoupling CalTables from MS.

           Description: * Added in spectrograms to generic interface and qwt
                          implementation.
                        * Added in color bars for spectrograms and raster plots
                          in generic interface and qwt implementation.
                        * In qwt implementation, set up some standard color
                          maps for spectrogram color bars, may want more or
                          different ones in the future.
                        * Set up a PlotxyPlotter class for the new plotxy,
                          similar in level to SimplePlotter but will be
                          specialized further as the new plotxy takes shape.
