[iaufwg] approval of the 'FOREIGN' extension convention

I have fixed the minor issues with the FOREIGN convention document
listed below and placed new versions of the MS Word and PDF format
documents, dated 13 December, on the web site at
http://fits.gsfc.nasa.gov/fits_registry.html. (You may need to clear
your browser cache to see the new version). - Bill

This keyword was in the original version of the document. The current
document only differs in style from the original version. No
significant technical changes have been made.

The alignment ruler has been removed.

Assuming that the original authors have no objections, I've made this
change.

Done.

"foreign" has been changed to uppercase, but otherwise the paragraph is
still the same.
