GDAL - Geospatial Data Abstraction Library

which supports most of the existing GIS tool formats

and already handles FITS
http://www.gdal.org/frmt_various.html#FITS

GDAL has python, perl, and ruby wrappers
interfaces with MySQL and PostgreSQL
ways of handling XML
image warping and regridding
