I think we should go public just to see what kind of hornets we stir up.  This
may lead us to some reflection on what constitutes a legitimate submission,
and ultimately to a revised call.

Something else to consider, possibly in a later call, would be some level
of hierarchy.  Some conventions may way to #include other sets of conventions
to avoid the problem of defining, and maintaining, a duplicate set.
