[iaufwg] INHERIT convention

Doug,

I agree as long as the final discussion on the IAUFWG is in the spirit 
of summarizing or restating the previous discussions on FITSBITS.  I was 
more concerned with discouraging IAUFWG members from waiting until this 
final discussion period to raise entirely new issues about the 
convention which should have been more properly raised during the public 
comment period on FITSBITS.
