I don't see Mark asking that the implementation be changed, but rather
stating that the documentation does not unambiguously describe the
existing implementation. So it's not about what would have been done,
but about exactly what was done. That does not mean that every
possibility must be documented; e.g., if there are situations where
the action of the software is not defined, then that is exactly what
the documentation should say.
