[iaufwg] approval of the 'FOREIGN' extension convention

Mark,

You have raised many good points (and I agree with most of them), but 
the most relevant question is "What do we (the IAUFWG) do now?". The 
fact is that this document describing the FOREIGN convention has been 
submitted to us for inclusion in the Registry.  Many of us, I think, see 
deficiencies either with the documentation or with the design of the 
convention itself, but it is not our job to fix all the problems with 
the conventions that are submitted to us.  All we can do is push for the 
best possible document, and then either accept it (possibly with 
reservations) or reject it.  Is this the best document we can expect to 
get?  I don't know, but I recently contacted Rob Seaman to remind him of 
the remaining issues, so I think we should wait another week or so to 
see if they make any further changes before deciding on adding it to the 
Registry.
