[iaufwg] approval of the 'FOREIGN' extension convention

Hi Bill,
I may be in the minority, but I think we have not yet worked out a concensus
on what constitutes adequate documentation of a convention that is offered for
inclusion in the registry. I believe if a convention is offered, the authors
have a responsibility to provide good documentation. Further, I believe there
is no crime in omitting a convention from the registry until identified
problems are corrected. In this case I have some reservations, and I would
prefer that a vote be conducted.
