[iaufwg] FITS panel recommendations; ready for review?

I've updated the material on the new draft FITS Standard web page at 
http://fits.gsfc.nasa.gov/fits_draft.html with the following changes:


- In the draft Standard, emphasize all instances of "must not" in italic.

- Section 8.4.1 - added definitions for all the remaining WCS keywords.
(thanks to Dick Shaw who wrote this section!)

- Appendix C.  Added a note that the WCS keywords are listed separately 
in section 8.

- Modified the "Summary of Changes document", to clarify the issues 
raised by Bob Hanisch.


The new documents are dated July 18 (make sure your browser gets the new 
version).

If there are no more comments or suggestions, I plan to make this 
material available for wider public comment, with an announcement on 
FITSBITS, next Monday, July 23.
