[iaufwg] approval of the 'FOREIGN' extension convention

Getting back to some unfinished business of the IAU FWG, a new version 
of the document that describes the FOREIGN FITS extension convention, as 
well as a new example FITS file, have been installed under the FITS 
Registry web site at http://fits.gsfc.nasa.gov/fits_registry.html.  I 
believe that these revised files satisfactorily address most of the 
issues that were previously raised by some of you, therefore I have gone 
ahead and moved the FOREIGN convention out of the "Under Review" 
category, and into the "Registered" category.  If you have any further 
questions or concerns about this convention, please feel free to raise 
them here.
