[iaufwg] IAUFWG review of the new draft FITS Standard

I have examined the 3.0b document, and find it to be acceptable.  I also 
examined the TP responses to the "escape hatch" concerns that I 
expressed on 2007-10-17 in the "Proposed Changes to the FITS Standard" 
thread of discussion on the <fitsbits> mailing list, and found the 
responses to be acceptable.  I am pleased that the MIME appendix will be 
included with the 3.0 FITS standard.

Suggested corrections:
-in 1.1, "which lead to" should be "which led to".
-in G.1, TABLE & PCOUNT probably should be in tt font.
-in G.2.1, 'COMPLEX' & NAXIS2 probably should be in tt font
