In general I agree with all the proposed solutions by Bill, most of which 
require no changes to the current draft (i.e. reject the suggestion), and 
a few only minor changes.

Two suggestions (5 and 6) of document reorganization (moving or 
renumbering sections) have a certain merit, and could be accepted. 
However it is possibly wiser at this stage to reject them as Bill 
proposes.

The other suggestion which has a definite merit is number 16. Could this 
be made (volunteers needed !) outside of the "publication" of the present 
draft ? An idea could be that the/a FITS website collects also the earlier 
version of the standard, and add there a web page with a comparison table 
fulfilling the proposal by Mark Calabretta
