It's over two months since I agreed to change my regional committee no-
vote to abstain, with the caveat that I would vote against the document
while it remains in its current incomplete state.  My objection is
longstanding and I have repeated it many times, both publically and
privately.

I reckon the intervening two months should have been enough to revise
Appendix E many times over.  Yet, more time and effort has probably been
expended in meta-discussions than would be required to do it!  Anyway,
what's the rush?
