I fully support the view expressed by Clive.  There seems little reason to
delay the release of a greatly improved version of the FITS standard by
this issue.  The Random Groups format is not one of the most used FITS
formats and the reference may confuse more than it helps.

I see no problem in polling the opinion of the IAU-FWG through an informal
vote.  In principle, we do that as part of the standard procedure when the
chairman ask (prior to the formal vote) if anybody intend to cast a No vote.
