I consider the inclusion of leap seconds absolutely essential.  I know that our 
software will include these values where appropriate, although I can't promise 
that it's every been used.  It would depend on whether we ever had an 
observation start or stop within the leap second.  At this point in time, I 
don't see any point in changing the language of the Y2K agreement.
